Offer Description
Under the provisions of Articles 3, 5, 10-B, 15, 15-A, 17 and 29-B of the Estatuto da Carreira do Pessoal Docente do Ensino Superior Politécnico (ECPDESP), approved by Decreto-Lei n.º 185/81, of 1 July, as amended by Decreto-Lei n.º 207/2009, of 31 August (which republished it), and by Lei n.º 7/2010, of 13 May, in conjunction with the provisions of the Regulamento de Contratação do Pessoal Docente do Instituto Politécnico de Beja published in the Diário da República, 2nd series, No. 185, of 25 of September 2025, it is hereby made public that, by order of the President of the Instituto Politécnico de Beja, dated March 6th 2025, issued under the powers set out on point (d) of para graph 1 of Article 92 of Lei n.º 62/2007, of 10 September, and in point (e) of paragraph 2 of Article 40 of the Estatutos do Instituto Politécnico de Beja, published in the Jornal Oficial, the Diário da República, 2nd series, No. 169, of 2 September 2008, pages 38 465 to 38 478, a recruitment procedure is open, for a period of 30 working days from the date of the publication of this edict in the Diário da República, for the filling of one position at the Instituto Politécnico de Beja.
1. Competition Type - Documentary Competition.
2. Category – Adjunct Professor.
3. Disciplinary fields that include the scientific area of Educational Sciences.
4. Competition Validity - The competition ends with the occupation of the vacancy contained in this edict.
5. Functional content - As described in No. 4 of Article 3 of the ECPDESP.
6. Applicable legal relationship modality - Public employment contract of indefinite duration, with a five-year probationary period under Article 10-B of the ECPDESP.
7. Place of work - Instituto Politécnico de Beja.
8. Competition’s Admission Requirements:
8.1. To the mentioned competition, opponents may be only candidates who meet the conditions set out in article 17 of the ECPDESP, holders of the academic degree of Doutor in the scientific area for which the competition is open and, at the same time, holders of the grau de Licenciado in Psychology or holders of Título de Especialista in the scientific area for which the competition is open and, at the same time, of the grau de Licenciado in Psychology.
8.2. Pursuant to Article 17 of Lei Geral do Trabalho em Funções Públicas, approved by Lei n.º 35/2014, of June 20, in its current wording and of Article 12-E of ECPDESP, only applicants who, by the deadline for submission of applications, cumulatively meet the following general requirements may apply:
a) Be 18 years old;
b) Not be barred from exercising public functions or disqualified from exercising the functions which for they are applying;
c) Possess the physical fitness and psychological profile essential for the exercising of the functions which they are applying;
d) Have complied with mandatory vaccination laws.
8.3. The opponents holding academic qualifications obtained abroad must provide proof of recognition, equivalence or registration of the qualifications referred to in point 8.1., in Portugal, in accordance with Decree-Law No. 66/2018 of August 16, as amended by Decreto Lei n.º 66/2018, of August 16, amended by Decreto-Lei n.º 86/2023, of October 10.
8.4. Foreign applicants, except those from countries where Portuguese is the official language, must be fluent in the Portuguese language, written and spoken, corresponding to the common European framework of reference B1 level, given that this requirement is officially recognized through a certificate or diploma of communication skill in the Portuguese language of the Quadro Europeu Comum de Referência para as Línguas, from the European Council, issued until the deadline for the submission of applications for the present contest.
9. Applications - Applications shall be formalized by means of a requirement addressed to the President of the Instituto Politécnico de Beja and sent to the following email ad dress: secretariado.presidencia@ipbeja.pt
10. Information to be included in the requirement – Applications must mandatorily include the following information: full name, parentage, date and place of birth, number and date of the identity card/citizen card and issuing service, address and telephone number, marital status, academic degree and respective final classification, professional category and current position held, identification of the competition you are applying for and the Diário da República that advertises the present edict, as well as any other elements that allow for an assessment of the skills of those interested.
11. Instructions of the Application process - The candidates must instruct their requirements the following documents:
a) Identity card or citizen card (non-presentation of the identification document does not entail exclusion, provided that an alternative document is submitted proving the requirements necessary for performing public functions);
b) Criminal record certificate;
c) Medical certificate, confirming physical robustness and mental fitness for the performance of public functions, issued by a doctor in the exercise of his profession;
d) Updated mandatory vaccination record;
e) Documents proving that the applicant meets the legal conditions referred to in point 8 of this edict;
f) Detailed curriculum vitae, dated and signed by the applicant;
g) Supporting documentation referenced in the Curriculum Vitae;
h) Complete list of all submitted documents.

12. It is the candidate's responsibility to provide proof of the statements made. Activities that are not duly documented will not be counted.
12.1. Whenever deemed necessary, the jury may request candidates to submit additional documentation related to the presented curriculum.
12.2. Providing false statements or submitting false or invalid documents constitutes grounds for exclusion of candidates.
13. Exemption from submitting documents - Submission of the documents referred to in points b), c) and d) from the point 11 of this edict is dismissed for candidates who declare in their requests, in separate sections and under oath, their precise situation regarding the content of each of these points.
14. The curriculum vitae must comply with the criteria and be organized by the order described in the following point (Point 15) and it should also include:
a) Academic qualifications (academic degrees, classifications, dates, and institutions where they were obtained);
b) Other formal undergraduate and postgraduate courses, indicating classifications, dates, and institutions where they were obtained;
c) Education and professional experience;
d) Participation in innovation projects, conferences, seminars, and other meetings of a similar nature (the elements provided must allow assessment of the candidate’s level of involvement and responsibility, as well as the final results of the activities);
e) Technical or didactic research work carried out (the elements provided must allow evaluation of competencies through the analysis of the quality of the work produced) - It should be selected and sent until 10 of the most representative works;
f) Published works (the elements provided must allow evaluation of competencies through the analysis of the quality of the work produced) - up to 10 of the most representative works must be selected and submitted - It should be selected and sent until 10 of the most representative works, with the indication of the DOI or the electronic address available and respective adjustments;
g) Other experiences considered relevant for the competition.
15. Selection and ranking criteria of the candidates - In accordance with Articles 15.º-A and 23.º of ECPDESP and in Regulamento de Contratação do Pessoal Docente do Instituto Politécnico de Beja, the Jury has approved the following parameters, criteria, and considerations with a view to the evaluation and ranking of the candidates, and the respective curriculum vitae must be organized in accordance with them:
a) Technical-Scientific Component (CTC) (35%);
b) Pedagogical Component (CP) (45%);
c) Other Relevant Activities Component (OAR) (20%).
15.1 - In the evaluation of the Technical-Scientific Component (CTC), the following criteria, their breakdowns and respective considerations are subject to consideration:
15.1.1.1 - Academic background (maximum score to consider 15 points):
a) Grau de Doutor in Educational Sciences and Licenciatura in Psychology – 15 points;
b) Título de Especialista in Educational Sciences field with Licenciatura in Psychology – 7,5 points;
15.1.2 – Production (maximum score to consider 50 points):
15.1.2.1 – Scientific production and creations in the scientific area of the competition with intersections with the scientific field of psychology (maximum score to consider 25 points):
a) Book of international edition with ISBN – 2 points each;
b) Book of a national edition with ISBN – 1,5 points each;
c) Book chapter of an international edition with ISBN – 1,5 points each;
d) Book chapter of a national edition with ISBN – 1 point
e) Article in an international or national magazine indexed in the bases of Web-of-Science(WoS) or Scopus – 1,5 points each;
f) Article in an international or national magazine with other adjustments – 0,75 points each;
g) Article in the proceedings of an international or a national scientific meeting – 0,5 points each;
15.1.2.2 – Communications in the scientific area of the competition that intersect with the scientific domain of psychology (maximum score to consider 25 points):
a) Presentation/invited talk at an international or national scientific event – 1 point each;
b) Oral presentation at an international or national technical-scientific event – 0,75 points each points each;
15.1.3 – Recognition (maximum score to consider 30 points):
15.3.2.1 – Awards (maximum score to consider 5 points):
a) Individual award granted through a competition judged by a national selection jury – 2 points each;
b) Award in co-authorship granted through a competition with a national selection jury – 1 point each;
c) Individual award granted through a competition judged by na international selection jury – 4 points each;
d) Award in co-authorship granted through a competition with an international selection jury – 2 points each;
15.1.3.2 – Participation on juries of academic examinations (maximum score to consider 15 points):
a) Participation in juries of Doutoramento – 3 points each;
b) Participation in juries of Mestrado – 1,5 points each;
c) Participation in juries of Especialista examinations – 2 points each;
d) Participation in Monograph/Licenciatura reports/Advanced vocational technical program juries – 0,5 points each.
15.1.3.3 - Other forms of recognition (maximum score to consider 10 points):
a) Integrated member of a research center/unit recognized by the FCT or by an equivalent national or international body – 2 points;
b) Member of the editorial board of periodical publication – 2 points each;
c) Supporting member of a research center/unit recognized by the FCT or by an equivalent national or international body – 1 point per center/unit;
d) Participation as an expert/specialist/consultant in a scientific project – 1 point each;
e) Participation in a scientifical project funded by external entity – 1 point each;
f) Editor/Coordinator of thematic number of periodical publishments – 1 point each;
g) Organization of Technical/Scientific events – 0,5 points each;
h) Participation on the scientific committee of a scientific event of scientific magazine – 0,5 points each;
i) Article review for a scientific magazine – 0,5 points each;
j) Communications review for scientific events – 0,5 points each;
k) Participation in scientific events as session chair, moderator or equivalent – 0,5 points each;
15.1.4 – Coordination (maximum score to consider 10 points):
15.1.4.1 - Scientific Coordination (maximum score to consider 10 points):
a) Coordination of a group/research unit validated by the FCT – 4 points each;
b) Coordination of a scientifical project funded by external entity – 2 points each;
c) Other projects or actions recognized as relevant – 1 point each.
15.2. - In the evaluation of the Pedagogical Component (PC) the following criteria, its
breakdowns and respective considerations will be object of consideration:
15.2.1 - Teaching Activity (maximum scire to consider 50 points):
15.2.1.1 - Teaching experience in the scientifical area of the competition with intersections with the scientific domain of psychology (maximum score to consider 30 points):
a) Teaching of unidades curriculares (uc) of courses of Mestrado of the higher education – 2 points per UC/School year;
b) Teaching of unidades curriculares (uc) of the first cycle of higher education – 1,5 points per UC/School year;
c) Teaching of unidades curriculares of Técnicos Superiores Profissionais courses – 1 point per UC/School year;
d) Teaching of seminars, training courses and unidades curriculares (uc) not accounted
for in the Distribuição do Serviço Docente – 0,5 points per seminar/training course and uc.
15.2.1.2 – Production of pedagogical resources in the scientific area of the competition with intersections with the scientific domain of psychology (maximum score to consider 20 points):
a) Published books and manuals for teaching support – 2,0 points each;
b) Other teaching support materials considered relevant – 0,5 points each.
15.2.2 - Participation in academic activities (maximum score to consider 20 points):
15.2.2.1 - Pedagogical coordination and orientation (maximum score to consider 20 points):
a) Orientation of concluded theses of Doutoramento – 3 points each;
b) Orientation of concluded internships/projects/theses of Mestrado – 2 points each;
c) Coordination and/or orientation and/or supervision of concluded internships/projects/final works of courses of Licenciatura – 1 point each;
d) Coordination and/or orientation and/or supervision of concluded internships/projects/final works of Técnicos Superiores Profissionais courses – 0,5 points each.
15.2.3 - Activities of pedagogical nature, technical, scientific and pedagogical training and updating and others (maximum score to consider 30 points):
15.2.3.1 - Self-training activities in the scientific area of the competition (maximum score to consider 15 points):
a) Participation in training actions for technical and scientifical updating in the scientific area of the competition – up to 30 hours, 0,25 points each;
b) Participation in training actions for technical and scientifical updating in the scientific area of the competition – more than 30 hours, 0,5 points each;
c) Participation in training actions in pedagogy and teaching methods – up to 30 hours, 0,25 points each;
d) Participation in training actions in pedagogy and teaching methods – more than 30 hours, 0,5 points each;
15.2.3.2 – Coordination and participation in pedagogical intervention projects (maxi-
mum score to consider 10 points):
a) Coordination of institutional pedagogical projects – 1 point each;
b) Participation in institutional pedagogical projects – 0,75 points each;
15.2.3.3 - Others (maximum score to consider 5 points)
a) Other pedagogical activities – 0,5 each.
15.3 - In the evaluation of Outras Atividades Relevantes (ORA), the following criteria,
its breakdowns, and respective considerations are object of consideration:
15.3.1. Professional experience in Higher Education (maximum score to consider 100 points) – it accounts 50% of the component Outras Atividades Relevantes (OAR):
15.3.1.1 - Number of school years as teacher in the area of the competition with intersections of the scientific domain of psychology – 10 points for each school year/fraction;
15.3.2. – Experience in performing organizational duties (maximum score to consider 100 points) – it accounts 50% of the component Outras Atividades Relevantes (OAR):
15.3.2.1. - Performance of management functions and/or participation in statutory bodies of
Higher Education Institutions or Establishments (maximum score to consider 70 points)
15.3.2.1.1. - Performance of management and leadership functions (maximum score to consider 30 points)
a) President/Director of an Unidade Orgânica (UO) or of research of Higher Education institutions or Establishments – 4 points per year/fraction;
b) Vice-President/Deputy Director of UO or of research of Higher Education institutions or Establishments – 2 points per year/fraction;
c) President of statutory collegiate management bodies of Higher Education Institutions or Establishments (Conselho Geral, Conselho Técnico-Científico, Conselho Pedagógico or equivalents) or Provedor do Estudante – 3 points per year/fraction.
15.3.2.1.2. - Participation in management bodies and scientific coordination (maximum score to consider 25 points):
a) Participation in statutory collegiate management bodies of Higher Education Institutions or Establishments (Conselho Geral, Conselho Técnico-Científico, Conselho Científico, Conselho Pedagógico or equivalents) – 1 point per year/fraction;
b) Participation in other scientific and pedagogical coordination bodies (departmental management committees, departmental scientific committees or equivalents) – 1 point per year/fraction;
c) Responsible for a Center/Office/Service – 1,5 points per year/fraction.
15.3.2.1.3. - Performance of statutory functions and/or academic responsibilities (maximum score to consider 15 points):
a) Coordination of others scientifical and pedagogical nature bodies (departmental management committees, departmental scientific committees or equivalent bodies – 1,5 points per year/fraction;
b) Director/Coordinator (Mestrado/Formação Especializada ou Pós-Graduada/Licenciatura/Curso Técnico Superior Profissional) – 2,5 points per year/fraction;
c) Director/Coordinator of a non-degree-granting course – 1,5 points per year/fraction;
d) Member of the Scientific Committee/Coordination course (Mestrado/Fornação Especializada or Pós-Graduada/Licenciatura/Curso Técnico Superior Profissional) – 1 point per year/fraction.
e) Responsible for International mobility course (RMIC) degree-granting – 0,5 points per year/fraction.
15.3.2.2. - Participation in Juries and in Extension Projects/Activities and community service provision (maximum score to consider 20 points)
15.3.2.2.1. - Participation in Juries (maximum score to consider 10 points)
a) Member of Higher Education faculty recruitment committees – 2,5 points each;
b) Member of a review panel for national or international research grants – 1,5 each;
c) Member of student ranking juries (ex: pós-graduação, mestrado, concursos para > 23 anos) – 1 point each;
d) Member of recruitment committees for non-teaching staff – 0,5 points each;
e) Other juries considered relevant – 0,5 each.
15.3.2.2.2 - Extension Projects/Activities and community service provision (maximum score to consider 10 points):
a) Responsible for providing external services/study, project, or training activities - 1 point each;
b) Co-responsible for providing external services/study, project, or training activities - 0,5 points each;
c) Representation of the institution or higher education establishment in external entities - 0,5 per entity/year or fraction;
d) Member of an event organizing committee (whose primary target audience belongs to the external community) - 0,5 points each;
e) Other relevant projects/activities in the higher education scope – 0,25 points each.
15.3.2.3 - Participation in working groups/commissions and other activities (maximum score to consider 10 points):

a) Responsible for proposing group for a new course/adaptation course - 1 point each;

e) Other relevant professional functions in the higher education scope or in the scientific area of the competition that overlap with the scientific domain of psychology - 0,5 points per year and function/fraction;
15.3.2.3.2 - Other activities (maximum score to consider 5 points)
a) Organization of Free Courses/Continuing Education Courses/Other non-degree awarding courses – 0,5 points each;
b) Participation in internationalization programs (for organizational purposes) - 0,5 points each
15.4 - For the purpose of evaluating candidates:
a) Reedition of outreach activities, publications, or pedagogical documents will not be considered
b) Only publications from the past 15 years will be considered.
15.5 - The Final Score (CF) should be a result of application of the following formula:
CF = 0,35*CTC+0,45*CP+0,20*OAR

17 – Methods and selection criteria to be adopted: Admission, evaluation and ranking of candidates. Once the application period has ended, the jury shall convene to deliberate on admission and proceed with the evaluation and ranking of the candidates in accordancewith the criteria set out in points 8 and 15 of this present edict.
17.1 – In the event of a tie, the highest average will be used as the tiebreaker, calculated by adding the scores from the technical-scientific and pedagogical components.
17.2 – The competition may be terminated by a duly justified act of the President of Instituto Politécnico de Beja, respecting the general principles of administrative activity as well as the applicable legal, regulatory, and competitive limits.
18 – Prior Hearing - In the case of exclusion of any candidate for failing to meet legal requirements, and at the conclusion of the evaluation, a prior hearing shall be conducted in accordance with Article 121 and following of the Código de Procedimento Administrativo (CPA), published by Lei n.º 4/2015 of 7 January.
19 – Public Hearings – Pursuant to point b) of paragraph 4 of Article 23 of the ECPDESP, the jury may hold public hearings under equal conditions for all candidates.
20 – Access to the File - The competition’s progress may be consulted by interested candidates at the premises of the Instituto Politécnico de Beja, located at Rua Pedro Soares at Beja, without number, 7800-295 Beja, from 10:00 to 12:00 am and from 14:00 to 16:00 pm.
21 – Candidates ranked in a position eligible for hiring in the final approved ranking will be recruited under the terms and conditions that ensure compliance with the applicable legal provisions.
