3.   Requirements for admission to the competition (cumulative):

3.1. Academic qualification requirements:

Hold a PhD in accordance with the provisions of Article 41-A of the ECDU, awarded after 31 December 2020, pursuant to Order No. GR. 19/12/2020 of the University of Porto.

If the PhD was awarded by a foreign higher education institution, it must be recognised by a Portuguese higher education institution, in accordance with the provisions of Decree-Law No. 66/2018, published in the Diário da República, 1st series, No. 157, of 16 August. This formality must be completed by the application deadline.

4.    Selection Methods and Criteria:

4.1. Criteria for approval on the basis of absolute merit:

This selection procedure is conducted through public competency assessment tests. However, admission to these tests is conditional upon the candidates’ approval on the basis of absolute merit, and is of an eliminatory nature.

Passing on the basis of absolute merit will depend on the cumulative fulfilment of the following requirements:

  1. Possession of a curriculum vitae which the jury considers to provide well-founded evidence of experience in teaching and in relevant training activities for modern language modules, in particular Spanish;
  2. Relevance of the summary of the lecture or seminar on a topic within the subject area of the competition.

A candidate shall be deemed to have passed on the basis of absolute merit if they are approved by an absolute majority of the votes of the voting members of the selection panel, in a roll-call vote with reasons given, in which abstentions are not permitted.

4.2. Selection method: public competency assessment tests:

Once the candidates who have passed on the basis of absolute merit have been definitively identified, they shall be ranked in order of relative merit based on the assessment criteria, their respective scores and the final scoring system.

The selection method to be used shall be public competence assessment tests, which shall be divided into two sessions, each lasting a maximum of ninety (90) minutes per candidate, namely:

  1. Session 1: Assessment and discussion of the candidate’s curriculum vitae;
  2. Session 2: Presentation of a lesson or seminar by the candidates.

4.2.1. The reasoned assessment and discussion of the CV is carried out by two members of the selection panel and is followed by a discussion.

4.2.2. The lesson or seminar shall last for a maximum of forty-five (45) minutes, and a reasoned assessment shall be provided by a member of the jury, followed by a discussion during the remainder of the time.

4.2.3. All members of the jury may contribute to the discussion referred to in the preceding paragraphs, and the candidate shall be allotted the same amount of time as that used by the jury member.

4.3. Selection criteria:

The assessment and discussion of the candidate’s curriculum vitae and the assessment of the lesson or seminar presentation shall comply with the parameters and weightings set out below.

4.3.1.   Assessment and discussion of the candidate’s curriculum vitae, with a weighting of 50%, taking into account the following assessment parameters:

4.3.1.1. Teaching experience (60%). The assessment will take into account the experience and quality of the teaching activity carried out by the candidate, using, wherever possible, objective methods based on broad opinion surveys (teaching surveys) and other relevant indicators, such as awards or other distinctions.

4.3.1.2. Relevant training activities (40%). The assessment will take into account:

  1. the quality and quantity of teaching material produced by the candidate, as well as the relevance and impact of educational publications in which they have participated, conference presentations, summaries and other materials (25%);
  2. activities relating to the supervision, tutoring and support of students carried out by the candidate (25%);
  3. the implementation of projects with an impact on the teaching/learning process (25%);
  4. community engagement, particularly in organisational and management tasks related to teaching and the dissemination of knowledge (25%).

4.3.2. Assessment of the delivery of a lesson or seminar on a topic within the relevant subject area, weighted at 50%, taking into account the following assessment criteria:

4.3.2.1. Planning: Quality of the detailed outline (lesson plan, including objectives, teaching strategies, teaching materials, digital resources, bibliography, and pedagogical reflection) (50%);

4.3.2.2. Performance: Quality of performance (mastery of subject content, organisation and progression of content, clarity and rigour of presentation and discussion) (50%).

5.    Procedure of the examination board:

5.1. Final marks for candidates:

Each member of the jury carries out their own reasoned assessment, awarding each candidate a score on a scale of 0 to 100 points, taking into account the parameters and respective weightings of the selection criteria mentioned above (assessment of the curriculum and assessment of the lesson or seminar).

5.2. Final result:

The final result (FR) of each candidate’s assessment by each member of the jury is calculated by summing the marks awarded in each section, taking into account the respective weighting. Following their reasoned assessment, each member of the jury draws up their own ranked list of candidates, which they use to participate in the voting leading to the final ranking of candidates in accordance with point 4.3; a tie between candidates in the final ranking is not permitted.

5.3. Jury deliberations:

5.3.1. Any decision shall be made in accordance with Article 17(12) of the Regulations, applicable pursuant to Article 83-A of the ECDU, which approved the Regulations with a view to implementing the provisions of that legal instrument, covering the procedural conduct of competitions, namely the assessment system and final ranking.

Consequently, pursuant to Article 17(12) of the aforementioned Regulations, the jury shall deliberate by means of a roll-call vote based on the selection criteria adopted and published for the approval and ranking of candidates, with an absolute majority required for any decision and abstentions not permitted.

5.3.2. The ranking methodology is as follows:

In the various votes, each member of the jury must adhere to their ranking list, with the following rules applying to the votes:

In the various votes, each member of the jury must adhere to their ranking list, with the following applying to the votes:

  1. the first vote is intended to determine the candidate placed in 1st position, counting the number of votes each candidate received for that position;
  2. if a candidate obtains an absolute majority of the votes for first place, they are placed in that position and removed from the ballot, and the procedure to select the candidate who will occupy second place begins;
  3. if no candidate obtains an absolute majority of the votes for the 1st place, a new ballot shall commence, involving only those candidates who obtained votes for the 1st place, after the candidate with the fewest votes for that position in the previous ballot has been removed;
  4. if there is a tie between two or more candidates in the position with the fewest votes, a run-off vote shall be held solely between these candidates;
  5. in the event of a tie between two or more candidates in the position with the fewest votes, a run-off vote shall be held between these candidates only, counting the number of first-place votes each has received, and the candidate with the fewest votes shall be eliminated;
  6. if the tie persists between two or more candidates in the position with the fewest votes, but the number of candidates tied in that position has been reduced, compared to the previous round of voting, a new tie-breaking vote shall be held solely among the candidates tied in the position with the fewest votes, counting the number of first-place finishes for each, with the candidate receiving the fewest votes being eliminated;
  7. if the tie persists between two or more candidates in the position with the fewest votes, without the number of candidates tied in that position having been reduced compared to the previous round of voting, the tie shall be broken by the President’s casting vote or by the exercise of the tie-breaking vote, as the case may be, with the candidate voted for by the Chair being selected to take part in the subsequent vote for the same position;
  8. if there is a tie when only two (2) or more candidates remain for 1st place, the tie is broken by the casting vote of the Chair of the jury or by the exercise of the tie-breaking vote, as the case may be;
  9. once the candidate for 1st place has been selected, they are removed from the voting and the selection procedure for the candidate to be placed in 2nd place begins, repeating the process referred to in the preceding subparagraphs for subsequent places until a single ranked list of all candidates is obtained.
