Offer Description

By order of the Director of ISEP – Porto School of Engineering, under the power provided for in paragraph d) of no. 1 of article 63 of the Provisional Statutes of the Porto Technical University (UTP), dated 28/09/2026, it was decided to open a document-based competition, under an open-ended Public Service Employment Contract, for the recruitment of one position belonging to the university higher education teaching staff career, in the category of Assistant Professor, in the subject area of Electrical and Computer Engineering, in accordance with the following:

 

1. Under the provisions of article 37 et seq. of the University Teaching Career Statute (ECDU), republished by Decree-Law No. 205/2009, of 31 August, and amended by Law No. 8/2010, of 13 May, I hereby make public that a document-based competition is open, for a period of 30 working days from the date of publication in the Public Employment Exchange (BEP), as advertised in the Official Gazette (Diário da República), Supplement to the 2nd Series, No. 190, dated 30 September 2026, for a document-based competition for the conclusion of a public service employment contract, under an open-ended public employment legal relationship, aiming to fill 1 (one) position, provided for in the staff establishment plan of ISEP – Porto School of Engineering, in the university higher education teaching staff career, category of Assistant Professor, in the subject area of Electrical and Computer Engineering, with the remuneration established under the legislation in force.

 

This competition is opened under the FCT-Tenure Programme – 1st Edition, published through the Competition Opening Notice (AAC) with reference Investment C06-i06 – Science plus Capacity Building, PRR Notice No. 02/CO6-iO6/2024 (application with reference 2023.15797.TENURE.012 – ISEP Professor in Field Robotics and Autonomous Systems applied to Deep-sea), and the funding line provided for in the second part of no. 3 of article 33 of the 2025 State Budget, with the aim of promoting the exclusive recruitment of PhD holders for permanent positions through integration into the teaching career, assuming a limit of 4 weekly hours dedicated to teaching activity while the support is in force. During the funding period, it will be financed by the PRR – Recovery and Resilience Plan, by the European NextGenerationEU Funds and by Tax Revenue funds from the FCT budget.

 

In compliance with paragraph h) of article 9 of the Constitution of the Portuguese Republic and in accordance with Joint Order No. 373/2000, of 31 March, of the Minister for State Reform and Public Administration and the Minister for Equality, ISEP, as an employer, actively promotes a policy of equal opportunities between men and women in access to employment and in career progression, scrupulously ensuring that any form of discrimination is avoided. 2. Type of legal employment relationship to be established: 

Open-ended Public Service Employment Contract, under article 25 of the ECDU, under an exclusivity regime.

 

3. Number of positions to be filled: 1 (one)

 

4. Validity period:

The competition is valid for the position referred to, lapsing upon its filling or due to the absence or insufficiency of candidates.

The competition may also be terminated by a duly substantiated act of the Director of ISEP, in compliance with the general principles of administrative activity as well as the legal, regulatory and competition-related limits.

 

5. Description of duties and characterisation of the position:

The Assistant Professor shall perform the duties set out in article 4 and no. 3 of article 5 of the ECDU, namely, and under the terms of the application identified in point 1 of this Notice (C06-i06 – Science plus Capacity Building, PRR Notice No. 02/CO6-iO6/2024, application 2023.15797.TENURE.012):

- Carry out research, teaching and university outreach activities in the subject area of Electrical and Computer Engineering, in the scientific subarea of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering.

 

6. Place of work:

Duties shall be carried out at ISEP – Porto School of Engineering - Department of Electrical Engineering, located at Rua Dr. António Bernardino de Almeida, 431, 4249-015 Porto.

 

7. General admission requirements: 

The following are cumulative requirements for admission to the competition:

a) Meeting the requirements set out in paragraphs b) to e) of article 17 of the General Law on Work in Public Functions (LTFP), approved by Law No. 35/2014, of 20 June 2014, as currently in force;

b) Holding a PhD degree in the subject area, or a related area, for which the competition is opened, as established in article 18 of the LTFP and article 41-A of the ECDU.

 

Candidates must meet the above requirements by the deadline for submission of their applications.

 

7.1. Legal requirements specifically laid down for holding the category: 

Only holders of a PhD qualification, under the terms of article 41-A of the ECDU, may apply to this procedure. Candidates holding academic qualifications obtained abroad must, under penalty of exclusion, simultaneously submit a document proving the recognition of their foreign qualifications, in accordance with the applicable Portuguese legislation.

 

8. Formalisation of applications and submission deadline:

Applications shall be submitted electronically, by completing the specific form, at: https://www.isep.ipp.pt/New/ViewNew/7360, within 30 (thirty) working days, counted from the date of publication in the Public Employment Exchange (BEP).

The application submission must be accompanied by the following elements:

  1. Electronic application form for the competition procedure, submitted via the ISEP institutional website;

As well as the following documents in PDF format:

  1. Curriculum vitae containing all information relevant to the assessment of the application, structured taking into account the selection and ranking criteria referred to in point 9 of this Notice. In the curriculum vitae, the candidate must also: 

i) Include a section compiling up to 5 works selected by the candidate from their publication portfolio, over the last 5 years, as the most representative of their contribution to the development and evolution of the scientific field. For each of the selected works, the candidate must provide justification for the selection made, explicitly considering the contribution to the scientific field of the competition and its relevance to the mission of CRAS of INESC TEC, ISEP pole;

ii) Include a section summarising the relevant results of their previous scientific activity and professional experience, as well as their academic and professional training, justifying their importance for the scientific field of the competition and showing how they fit into a current and innovative 3-year strategic development scientific project of CRAS of INESC TEC, ISEP pole, where they intend to develop their research work;

  1. One copy of each work mentioned in the curriculum vitae submitted. Works with a DOI, or that are accessible in RCAAP or other scientific repositories, are exempt from this obligation, but their permanent address must be indicated in the curriculum vitae.
  2. Documents proving that the candidate meets the requirements referred to in paragraph b) of point 7 of this Notice.

 

8.1. Applications sent by email shall not be accepted.

 

 

8.2. Failure to submit the documents proving the admission requirements, as well as those indispensable for the analysis of the application, shall result in exclusion from the procedure.

 

8.3. False statements shall be punished in accordance with the law.

 

9. Selection and ranking criteria for candidates:

The competition aims to assess the merit of the candidates, based on the duties of university higher education teaching staff, as set out in article 4 of the ECDU, in its current wording, as well as the provisions of articles 37, 38 and 41-A of the same Statute.

 

In the curricular assessment dimensions identified in point 9.1, curricular aspects in the subject area of Electrical and Computer Engineering, in the scientific subarea of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering, that are relevant to the mission of CRAS of INESC TEC, ISEP pole, shall be given weight. Work carried out in the last 5 years, attesting to a commitment to pursuing a technical-scientific and pedagogical career, as well as to links with the scientific and business community, shall be especially valued.

 

9.1. Dimensions and criteria of the Curricular Assessment

Under the terms of article 38 of the ECDU, the dimensions and criteria for the curricular assessment of candidates and their respective weightings, approved by order of the Director of ISEP and resolution of the Scientific Council of ISEP – Porto School of Engineering, are as follows:

  1. Technical-scientific dimension (45%) – scientific research or technological development and knowledge transfer activities;
  2. Pedagogical dimension (35%) – teaching activity and student mentoring and supervision;
  3. Organisational dimension (20%) - scientific, pedagogical or institutional management activities.

 

A - Criteria for the technical-scientific dimension (DTC)

The works included in the curriculum vitae shall be taken into account, particularly regarding their suitability for the development and evolution of the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering. 

A.1 - Research and technological development projects – PID (30%)

Consideration must be given to the relevance of the project to the field and topics of the competition, giving particular importance to internationally oriented projects, funded on a competitive basis, particularly with academia-industry collaboration.

A.1.1 - Coordination of teams or activities in technical or scientific research and development projects;

A.1.2 - Fundraising for technical or scientific research and development projects;

A.1.3 - Participation in technological and scientific development activities and/or projects; involvement in networks and partnerships.

A.2 - Scientific output – PC (30%)

Consideration must be given to the quality and relevance of scientific output (books, journal articles, conference proceedings publications and others that may be considered relevant), as expressed by the quality and relevance of publications and their suitability to the field and specific domain of the competition.

A.2.1 - Publication of works or texts of a technical-scientific nature: 

Indexed journals (SCI/SCIE JCR Q1/Q2); Other journals; Books; Book chapters; Conference proceedings.

A.2.2 - Recognition by the technical and scientific community: 

Participation in scientific committees; Coordination/moderation/presentation at scientific events.

A.3 - Supervision and co-supervision of doctoral theses, and membership of doctoral examination panels – OR (10%)

A.4 - Current and innovative scientific project for strategic development in the field of “Field Robotics and Autonomous Systems Applied to Offshore Structures”, which may be developed at CRAS of INESC TEC, ISEP pole, where the candidate intends to develop their work – PRJ (20%)

A.5 - Other activities and/or professional experience - EP/OA (10%)

 

B - Criteria for assessing the pedagogical dimension (DP)

The analysis of pedagogical practice shall be considered, in the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering.

B.1 - Teaching activity – AL (40%)

Effective experience in teaching curricular units in the field and topics for which the competition is opened, namely the responsibility, diversity and extent of pedagogical practice.

B.2 - Supervision, co-supervision and membership of examination panels for master's dissertations, internships, and other work leading to an academic degree – OM (20%)

B.3 - Pedagogical resources and management – RGP (20%)

Production of pedagogical content and/or other support material for teaching activities in the field and topics for which the competition is opened; Participation in the design of course and/or curricular unit programmes.

B.4 - Other pedagogical activities – OAP (20%)

 

C - Criteria for assessing the organisational dimension (DO)

Consideration shall be given to activities carried out by candidates that are relevant to the institution's mission and suited to the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering.

C.1 - Management of science, technology and innovation units and programmes – FG (30%)

Holding positions; Participation in governing bodies and management activities; Participation in working groups/committees;

C.2 - Participation in the organisation of technical-scientific events and meetings – ER (20%)

C.3 - Development of practical projects or activities within the socio-professional environment; application, enhancement and transfer of knowledge, including in the technological dimension - DP (30%)

C.4 - Other organisational activities – OAO (20%)

 

9.2. Classification of candidates:

The jury operates in accordance with the jury operating procedure provided for in article 50 of the ECDU, without prejudice to the competence of the Scientific Council to propose the composition of juries, under the terms of paragraph m) of no. 1 of article 70 of the Provisional Statutes of the Porto Technical University (UTP).

 

Approval on absolute merit depends on candidates having an overall curriculum vitae that the jury duly considers to hold scientific and pedagogical merit, research capacity and activity compatible with the subject area for which the competition was opened and suited to the respective teaching category, as documented in the information submitted for the competition.

 

For the purposes of the absolute merit assessment, a favourable vote must be justified by the cumulative fulfilment of the following circumstances or qualitative requirements:

  1. Holding a PhD degree in the subject area of Electrical and Computer Engineering, or another considered suitable, taking into account the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering.
  2. Having an overall curriculum vitae that the jury duly considers to hold scientific merit, research capacity and activity compatible with the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering, and suited to the respective teaching category;
  3. Having quality scientific activity, in the subject area of Electrical and Computer Engineering, on topics suited to the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering, in the 5 (five) year period up to the deadline for application;
  4. Having submitted a quality, consistent, up-to-date and viable technical-scientific programme - the feasibility of which is evidenced by the candidate's previous scientific work - and which can contribute advances to the state of the art in the specific field of Robotics, Autonomous Systems, Embedded Systems or Control Systems and Ocean Engineering.

 

Once the candidates approved on absolute merit have been definitively identified, they shall be ranked on relative merit, based on the dimensions and ranking criteria, their respective weighting and the scoring system defined in point 9.1. Each jury member shall carry out their assessment exercise, scoring each candidate in relation to each dimension, on a scale of 0 to 100 points, taking into account the criteria and weights associated with each criterion.

 

The Final Classification (FC) of the assessment of each candidate by each jury member is calculated using the weighting formula for the various dimensions, taking into account the weights associated with each criterion, according to the formula:

FC = 0.45*DTC + 0.35*DP + 0.20*DO

As summarised in the following table, which reflects the weights associated with each dimension.

Following their assessment exercise, each jury member draws up their own ranked list of candidate assessments, which they use to participate in the votes leading to the decision on the approval of candidates on absolute merit and the final ranking of candidates.

With regard to the final classification, the jury shall deliberate in accordance with point 11. In the event of a tie, the President's vote shall be considered decisive, in accordance with no. 2 of article 50 of the ECDU.

 

10. Composition of the Jury (under articles 45 and 46 of the ECDU): 

The composition of the jury was approved by order of the Rector of the Porto Technical University, on a proposal from the Scientific Council of ISEP – Porto School of Engineering, under the terms of paragraph g) of no. 1 of article 13 and paragraph m) of no. 1 of article 70 of the Provisional Statutes of the UTP.

Professor José Nuno Panelas Nunes Lau, PhD – Associate Professor with Habilitation at the University of Aveiro.

 

In the event of the Chair's absence or inability to act, they shall be replaced by Professor Maria Arcelina Marques, PhD, Member of the Scientific Council of ISEP – Porto School of Engineering.

 

10.1. The Jury has the power to require any candidate, in case of doubt about the situation described in their curriculum vitae, to submit documents supporting their statements. 

 

11. Jury notifications and deliberations:

Jury deliberation meetings shall comply with the provisions of article 50 of the ECDU. 

 

Under the terms of article 50 of the ECDU, the jury shall deliberate through a roll-call vote, based on the selection criteria adopted and disclosed, on the approval and ranking of candidates, an absolute majority being required for any deliberation, that is, a number of votes at least equal to half plus one of the votes of the members present, abstentions not being permitted.

 

11.1. The jury minutes shall be made available to candidates whenever requested.

 

11.2. The postal and email address to be used for notifying candidates shall be that indicated in the application form.

 

12. 13. Personal Data Protection:

14. The documents submitted under this procedure constitute administrative documents, and access to them shall therefore be governed by Law No. 26/2016, of 22 August, as currently in force.
