About
Outline
The first Sustainable Development Goal (SDG) tasks countries with eradicating poverty in all its dimensions according to national definitions. It also requires estimates of poverty to apply to adults and children, which necessitates the development of suitable measures and indicators to reflect the distinct needs of children. This presents a challenge for poverty researchers and national statistical offices charged with collecting data to monitor progress on meeting of this ambitious target. This PhD focuses on how the different dimensions of poverty relating to children might be mapped out, and compared, using a method called the Consensual Approach. This approach has been applied widely offers an alternative as well as a complement to existing poverty measurement frameworks (e.g. rights based, capabilities or deprivation of basic needs approaches). This PhD, in collaboration with the UNICEF West and Central Africa regional office, will involve running focus groups in Senegal with children, young people and adults to see if there is consensus about what constitutes minimally acceptable living standards for children and young people. Are different indicators required and how might these be developed in a low-income country setting like Senegal? Focus will be placed on intergenerational differences in needs and deprivation. Conclusions will inform a pilot poverty survey of Senegal which will then be used to provide recommendations for the measurement of poverty in Senegal and inform future data collection in the country through national surveys. The PhD will draw on contacts and working relationships between the supervisors and the UNICEF Regional Office in Dakar.
